Notes of the Annual Parish Meeting

Held on Tuesday 13th May 2014 at 8.00pm in the Village Hall.

73 members of the village attended the meeting chaired by Grenville Moore, Chairman of Oxhill Parish Council.

Minutes of the previous meeting were read agreed and signed.

There were no matters arising and one item placed on the agenda.

Grenville Moore opened by explaining what had happened to date.

A Parish Plan had been completed and adopted by the Parish Council at a meeting with the village on 11th February.  This Parish Plan was then sent to Stratford District Council.  Matthew Neal had been appointed Neighbourhood Planning Officer at SDC and is currently preparing a report to be presented to Cabinet on 14th June with a view to having the Oxhill Parish Plan adopted as a material consideration when determining planning applications. 

Stratford District Council have now completed their Draft Core Planning Strategy document and forwarded it to Government on 12th May this sets out the District Councils plans for the next 15 years.  In the Draft Core Strategy Oxhilll has been identified has a Category 4 Local Service Village with 10-25 houses being built between now and 2029/30.  With our low position in this category we expect around 15 homes being built.

The Parish Council met with Miranda Rogers of Stansgate Planning on 30th April to hear their proposals for outline planning on The Leys Field.  Sue Hunt attended this meeting on behalf of the Parish Plan Committee. Stansgate were seeking outline planning, on behalf of their client, for 26 houses including social rented, low cost rental and shared equity.  They said that this application would happen and it was the Parish Council’s opportunity to suggest any changes.  The P.C. would not be drawn into this because by doing so would have been accepting something and the Village are quite adamant that this centre piece of land should not be developed.

A vote was taken by those attending the meeting, by show of hands, and was unanimously against developing The Leys Field.

Stansgate are holding a Drop in public consultation on 14th May between 3.00p.m. and 7.30 p.m. It was asked that as many villagers as possible go along to this session and voice their opinion.

At the time that outline planning is submitted to the Parish Council for comment, those leaving their e-mail addresses would be notified so that they can also express an opinion.
