Minutes of a Meeting of Oxhill Parish Council

Tuesday 10th May at 8.00pm in the Chapel.

The meeting, chaired by Grenville Moore and was attended by Councillors David Hill and Sue Hunt, apologies were received by Stuart Whittaker and Carol Taylor. 14 members of the public attended.

Minutes – Minutes of the previous meeting were read, agreed and signed.

Matters arising

Rural Housing Questionnaire - A copy of this will be put on the village website, a summary will be published in the Oxhill News and can be viewed by contacting Lis Stuart, Parish Clerk at Oak View, Green Lane, Oxhill. The survey reinforces the findings of the previously published Parish Plan, which is positive.

Highways – Several near misses have been noted on the corner of Green Lane highways will be contacted to ensure that the white lines are to be reinstated this summer.

Planning – Donna Savage attended the meeting to present proposed drawings for Plot 3 on the Green Lane, she has been consulting with Stratford District Planning department to find a suitable design for the third submission. The Parish Council were in agreement that the latest design was much better and when considering the information presented in principle would be in favour but would need to consider the other documentation when it was submitted in full before committing to a decision.

Mark Blackman also attended and presented a design for Fithers Field. There is no application submitted to the District Council currently as he and his client wished to consult with the Parish Council before doing so. The proposal was to take down the existing dwelling then to erect several dwellings in a courtyard design. As much of the land lies outside the curtilage of the village the consensus was that the Council would object to an application as on several previous occasions. Councillor Moore also brought up the matter that as a LSV Category 4 village the requirement was to absorb 32 new dwellings before 2031 and that Oxhill currently has 44 applications in the system currently an increase of more than 33%

Applications refused for the carpenters shop, Plot two on the Green Lane has been passed.

Finance

An insurance quote had been received from Zurich as this showed a large increase the Clerk will contact them and challenge the proposal.

Receipts and Payment Book for the year ended 31 March 2016 was signed by the Chairman. 

Audit account and Bank reconciliation were presented and signed by the Chairman. 

A cheque for £30 for the account audit was signed.

Resignations

Resignations have been received and accepted from Councillors David Hill and Carol Taylor after many years of service. Grenville Moore thanked David Hill who was present for his years of service on the Council and extended his thanks to Carol Taylor who was not present.

A notice has been displayed advertising the vacancies in accordance with legislation.

There being  no other business the meeting closed at 8.45pm
